Returns the sponsoring levels according to the sponsoring package
     (sponsoring policy of RuleML-2008) depending on the amount of money
     a sponsor wants to contribute to RuleML-2008.

     This rule-based decision logic is implemented by the sponsoring chair
     agent (a OO-jDrew rule engine servlet).
